I completed my walk-thru on 27 August with Harold Hughes and no discrepancies were noted. In the entire unit, only one room had carpeting that was matted/bad condition/that looked original to the construction (rest of the carpeting was not great - but matched and looked liked new carpeting). I received an e-mail - can provide the entire trail from Harold stating that the particular carpet needed touch up. Then he wanted the name of the professional cleaner - I provided him a receipt as I have a property management company of my own and do carpet cleaning -with the receipt - I provided a receipt for the Carpet Professional machine that I rented with my business credit card - all provided all of the information to Harold. Also, prevously, I stated that the carpet in question was in poor condition when I moved in and that any perceived additional damage was normal wear and tear. In addition, I asked for the invoice of the previously "professional" cleaner and he provided a receipt from "De Franco" - which operates out of his property management/sales office - same small office. We contacted De Franco - an employee/independent contractor (does all of his maintenance work)/agent - and stated we would like to know what he thought of the condition - and out of courtesy - we would authorize cleaning of that room only - and he quoted a maximum price of $80. "De Franco" sent us a bill in the amount of $232.20 to clean the entire unit. We called De Franco and asked who authorized it - he stated he was an independent contractor and that Harold Hughes authorized it. We told him since we did not authorize - that we would not be paying it He said he would get paid one way or another - and we sent an e-mail to Harold Hughes to inform him that since he authorized it - he should pay it and he has no basis to charge us for the cleaning, he is not authorized to deduct it from our deposit. We have had no response from Harold Hughes - although he prolifically e-mailed us previously when we notified him that we were aware that De Franco is operating in his office and may possibly be his company.
