Skype is an online voice-over-ip (VOIP) service provide.
Paid customer can make phone calls to international numbers. I am a paid customer who use the VOIP to make phone calls to other countries, such as China. In order to place VOIP calls at any time, I have to pay in advance and keep a credit balance in my account.
I have been using Skype for many years. When I discovered that I cannot use place Skype calls recently, I logged in to my account and found that Skype put my account in restricted mode:
"You are currently restricted from purchasing services or redeeming vouchers. Please contact Customer Support to review your account status."
When I contacted the customer service, they stated that the only thing they can do is asking me to create a new account. They cannot refund money, which I consider is a rip off of their customer and not acceptable.
Quotes from Skype (customer service case ID SRX1275193322ID, and I have no idea of what is 'suspicious activities', placing phone calls using their service?):

As I have checked your account, your account is currently restricted because of suspicious activities that has happened in accordance with its current usage and its payment method. To protect your privacy and security, we restrict accounts as soon as we receive information about the said suspicious activities and this is also dependent on our Terms of Use which can be found on this link.
For the said concern, I highly suggest for us to recreate a new Skype account should you wish to continue using our Paid and Free services again.

I really do apologize but when you create a new account, you will need to add all of your Skype contacts again. Also, you cannot transfer any Skype Credit or other features from your old account to your new account. If you've purchased Skype Credit or features that you want to use, we recommend you don't create a new account until you've used them in the old account. Also, you will not be able to use the Skype name that you used before.

I am so sorry but since the account was restricted, we were unable to process any request on the account since it has violated Skypes Terms of Use.
I sent this report as hereunder to you on 05 June 2014.
'' I reported a rip off from my Bank of Ireland account to Skype Communications on evening of 05 June 2014.
The amounts taken from my account by Skype were € 17.25 at 3.23 p.m. - €17.25 at 3.27 p.m.
and € 40.10 at 3.31 p.m.
I never had an account with Skype
Please refund these three amounts to my account now.

On 11 June at 17.54 I sent the above report again by e-mail to 'contact us at skype.net'
I got reply from Auto Responder which said 'we are sorry for any inconvenience'.
On 12 June I sent further e-mail advising that I expected a detailed reply from you to-day,
and that I never had an account with Skype. I also requested a phone number that I could
contact re the RIP OFF.
On 14 June I sent further e-mail to 'contactus'skype net'. asking if you had investigated the
amounts taken from my bank account. Your reply 'we are sorry for any inconvenience'
On 11 June I sent e-mail to 'skypecustomersupport' requesting Skype Communications e-mail or phone number.
Reply: 'your service request (SR) 1250194237 has been assigne dto a member of our support team. Igot no further communication, I sent further e-mail on 14 June (SR) 1250557607. i still have not got the information requested.
