Watch out for this name! Rocky DePhillipo is not what he appears to be. I found his ad for apartment rental on Craigslist. My sister, who had just lost her husband, and I needed to find a place to live and at first Rocky came off as being a nice, caring, honest individual who lived with his mother who was in a wheelchair and he was caring for. His ad stated the unit was a 1 BR 2Bath for $950. (Was told the second bedroom was being used for storage). At the time it was "season" here in FL and it was one of very few options. After speaking with Rocky on several ocassions via phone and email we agreed to take apartment. Then all of a sudden he hiked the rent to $1100 since 2 of us would be occupying the unit. He already knew there would be 2 of us. I have this in a saved email! ( I stopped corresponding with him via phone at this point, as I could not prove phone conversations). He did not have us go through proper screening procedures, instead telling us to move in at night so noone would be aware of us and he would handle this later. Apparently there was a lein on the property for unpaid HOA fees because it didnt take long for their attorneys to contact us directing us to pay our rent to the HOA. This did not go over very well with Rocky! It took us a minute after moving in to fully comprehend just what was going on with this unit! They had put lipstick on a pig and put it out there to make a fast buck. It didnt take long for my sister to start to get sick...we found out there is mold in here. We paid a professional $450 to confirm this and we were called liars! Ther locked 2nd bedroom had to be opened and cleared out. You couldnt even imagine what that room looked like when we gained entry! Of course Rocky didnt like this and by this time I was told Rocky was not the property owner, but the manager. The other name on my lease was one Scott Smith who was difficult to get in touch with! There are other names associated with this unit and we are unsure as to who really owns it and how! There are quit claim deeds and all manner of convolusion regarding this property. We have always had an issue with someone breaking in to our mailbox here from the time we moved in. Noone wanted to assume responsibility for the broken mailbox so my sister fixed it and put new lock on and still they were getting in! The other party associated with this place is Laraunt, last name unknown, but a very shady character! There has been much drama and negligence here. There are also code issues to be addressed. Scott Smith lives in a 12,000 sq ft home in GA and pays more than my yearly salary in property taxes, but he maintains this property in deplorable condition, not to mention the company he keeps and who he lets "manage" his property! I could go on and on about all the things that have taken place here...some of which you might not even believe! Suffice it to say watch out for all the parties listed here as they will do you wrong!
