I will NOT be using the Paypal credit card except for emergencies (it's got a 100 dollar limit, anyway). This has been a frustrating experience; simply using the credit card for one or two purchases, which I did as a stopgap measure when I lost my wallet and had no access to cash. It was an emergency situation in which I needed to eat....and so I did....but I have paid at least fifty dollars in late fees, partly due to my own disorganization; but Paypal Credit Services contributed to this debacle and made a mint off of me in the process by making it impossible to pay online.
On Paypal's website, it appears as if one can pay the bill online. However, repeated attempts failed. I got an error message telling me that Bank of America was not a bank recognized by Paypal Credit Services' software. Really?! Really, people? Bank of America? It's only the biggest bank in the universe. Nevertheless---I was not able to pay the bill online.
What resulted next was an attempt to contact customer service. I must have exchanged emails at least ten times with representatives, all of whom told me to call a phone number which I could not access via email. The emails arrived in my in-box. It's possible that if I tried to navigate Paypal's confusing website I could have accessed this phone number....but I could not figure out how to do that, any more than I could figure out how to get the software to accept Bank of America as a valid banking institution through which to pay them.
Here's one of the emails:
Dear Cynthia Burkey,
I understand that you are contacting us about your PayPal Extras MasterCard. To assist you further to pay your balance, please contact GE Capital Retail Bank (PayPal's Credit Service Center).
GE is the one who has access to your Smart Connect information and can check your card for you.
I apologize if I am unable to forward your email to them since they do not have an email support.
Please call them directly at ###-###-####.

As a result of all this, my usual habit of paying credit cards online did not work. So I paid via snail mail...but being somewhat disorganized, and I will own up to that myself----it cost me a lot in late fees.
The whole experience was extremely frustrating, unnecessary, and costly. To add insult to injury, the envelope they enclose for snail mail payment has, in the space for a stamp, a square that says: ""Save a stamp! Pay online.""
