Around Feb., I paid David Modderman $200 to perform a diagnostic on my vehicle, after which he suggested replacing the engine. I asked for a detailed quote for the work and allowed him to keep possession of the vehicle to put this quote together.
On March 21, Modderman finally got back to me with a quote that was $4,000 higher than that of other mechanics. I told him I preferred to work with a different garage instead, and immediately arranged for the car to be transferred.
He refused to return my vehicle, claiming I owed him $3,380 in storage fee.No fee had ever been previously communicated, or agreed upon. Beside the diagnostic for which I paid; no work has been done; and the vehicle is in the exact same condition as before.
This is not an isolated incident for Modderman as other customers have reported similar scams and filed complaints to California Bureau of Automotive Repairs. A quick background search on Modderman also reveals a history littered with eviction notice.
He has filed for a lien-sale to take ownership of my vehicle; and refuses to return the vehicle unless I pay him although no work has been performed beyond providing a quote.
