Hecor Mendieta, AKA Richard, opens new corporations and obtains credit from other taxi/limo services and private drivers. He contacts private drivers on Craiglist and has them drive numerous clients and then never pays the drivers. He folds the companies and stiffs everybody. He is under investigation by the IRS for unpaid taxes and local police for making threating statements that he will cause bodily harm to people he owes money to in an attempt to make them back off and give up tryinmg to get their money owed to them.
