Hired Cool Air Designs March 28, 2014. Al Foulcon, proprietor. After a day or so he's going on vacation, leaving things with Vinny P. Unbeknownst to me, Vinny P., who has a logo on his truck "NY HVAC," is a person being investigated by Suffolk Co. Consumer affairs. Al Foulcon himself is not duly licensed to install HVAC systems. Vinny immediately rips into my licenced plumber, at one point instigating a confrontation with him.Days pass, these guys never miss out on an opportunity to ask for more money from me. One day Vinny tells me hes finishing up, he needs more money. I pay him, but the next day, notice that all is not well, filters are not installed, parts missing, ducts not secured. By this time I have paid out a lot of money. I tell Al, back from his siesta in Mexico, who reassures me that he will fix things. At this point I tell him that a Suffolk County examiner had told me that both Vinny and Foulcon were not fully licenced. Vinny has no certifications whatsoever, Foulcon is only licenced to install ductwork. Now I tell big Al that im withholding the final payment permanently. He becomes enraged, but acquieses eventually. Days pass as an inspection reveals shortcomings in the execution. Now its almost a month and I notice that two (2) ceiling vents have absolutely no connection to the air handlers, theyre just holes in the ceiling! I call Al who tosses it off as a "mistake". Some mistake as they have a lot of my money. To make an end to all this, Al is not coming back. I filed a complaint with Suffolk County, but amazingly, NY has no program that protects people against heating complaints. Which can lead to situations such as this one. I may hire an attorney.
