I, along with two other parents, rented an apartment (for our sons) at Garden House Apts.in State College. The apartments are managed by Associated Realty Property Management. They charge $1010 per month for a 1 bedroom efficiency.
Prior to move in day, we were told that the apartment would be cleaned, painted and new floors installed. On move in day we were greeted to an apartment that was absolutely filthy and the same old linoleum floors. there was no one on the premises that day to report the complaint to. I called Associated Property Realty Management but the office was closed.
We had to clean the entire apartment! I called on Monday, when the office was open to report the condition of the apartment. I was told that they didn't get around to installing the floor in the apartment. If we wanted the new floor installed, the apartment needed to be empty. They did do the living room area but not the bedroom. There was nowhere to put the furniture.
$1010 is a lot of money for a filthy one bedroom efficiency so we decided to look elsewhere for the next school year. On move out day we scrubbed the entire apartment because we wanted to make sure we got our entire deposit back.
We were given an inspection report and was told that it wasn't cleaned enough. They deducted $216 for cleaning from our deposit! I sent numerous emails explaining that we cleaned the apartment on move in day and on move out day and that this was completely unethical to deduct that money from our deposit.
Kathy Moore, Rental Supervisor for ARPM was not even willing to negotiate anything. She said they would not refund one penny.
Do not rent from Garden House Apartments managed by Associated Property Realty Management unless you don't mind getting totally ripped off.
There are lots of reviews online about how disgusting the apartments are. One review stated that there was a used condom in the apartment on move in day!
We found another great place for our sons to live. It's cheaper and the management is great! So keep looking elsewhere! Do not rent at Garden House Apts.!

They are horrible people. They should get shut down soon. Karma is soon coming to them.
